Change of secondary special or higher education institution

Do you know that according to statistics for 2015-2016, there are 42 higher educational institutions in Almaty, which is one third of the total number of higher educational institutions in Kazakhstan? 14 Kazakhstan universities, including the Almaty Al-Farabi Kazakh National University, ranked among the top 50 QS universities in Eastern Europe and Central Asia 2015/16.

Terms of transfer to another higher educational institution

If you are a student of a higher educational institution of the Republic of Kazakhstan, you are allowed to transfer:

  1. from one course to another – according to the results of the summer examination session, taking into account the summer semester and the achieved transfer point;
  2. from one specialty to another in one higher educational institution – studying only on a paid basis;
  3. from one higher educational institution to another for the same specialty – both on a paid basis and on a state educational grant (does not apply to students who received a grant from the higher educational institution);
  4. student of an educational grant can be transferred with the preservation of the educational grant to another higher educational institution;
  5. from paid basis for study on the state educational order. 

Important to remember!

  1. A student studying on an educational grant, if there is an academic debt, shall eliminate it on a paid basis. The cost shall be specified in the higher educational institution.
  2. The transfer of the student from a paid basis to study under the state educational order is carried out by awarding educational grants that were vacated in the process of study.
  3. When transferring a student on a paid basis from one higher educational institution to another, a contract is concluded between him/her and the admitting institution.

If you are studying for an educational grant

In order to transfer to another specialized secondary or higher educational institution it is necessary to:

  1. apply for transfer to the head of the higher educational institution and, having received a written sealed consent for the transfer, contact the head of the higher educational institution of interest;
  2. the application for transfer to the head of the host institution must be accompanied by: 
  • copy of the transcript, academic certificate signed by the pro-rector for academic work and the office registrar, sealed;
  • certificate of the holder of the educational grant.

The dean of the faculty (director of the institute), on the basis of the presented documents, shall determine the difference in disciplines in the curricula and, in accordance with the mastered prerequisites, establishes the training course, conducts the reset of the credits in accordance with the educational program and approves the individual curriculum of the student.

Applications for full-time and evening forms of education about transfer and rehabilitation are considered by the head of the organization of education during the summer and winter holidays five days prior to the beginning of the next academic period of the host organization of education.

The applications for transfer and restoration of students studying in extramural from are considered by the head of the organization of education within one month, but not later than five days before the next exam session of the host organization of education.

If you are studying on a paid basis

According to the law, the procedure for transferring and restoring students from one course to another, from one specialty to another, from one form of study to another, from one institution to another on a paid basis, is established by the institution independently.

In this case, the student’s personal file shall include: 

  1. certificate of passing the UNT or CT – for bachelor’s degree;
  2. certificate of passing the entrance examinations – for the master’s degree.

Applications of students of full-time and evening forms of education about transfer and restoration are considered by the head of the organization of education during the summer and winter holidays five days prior to the beginning of the next academic period of the host organization of education.

The applications of the students studying in extramural form for transfer and restoration are considered by the head of the organization of education within one month, but no later than five days before the next exam session of the host organization of education.

The procedure for transferring to a foreign higher educational institution

When transferring a student from a higher educational institution in Kazakhstan to a foreign higher educational institution, shall provide: 

  1. document on the mastered educational programs – academic information, transcript;
  2. document confirming the completion of the previous level of education, passed through the nostrification in the regional branch of the State Corporation “Government for Citizens” of Almaty or the Center for the Bologna process and academic mobility in Almaty. 

Important to remember!

When transferring to a foreign higher educational institution you may encounter the need for apostilling educational documents.

The procedure for transferring to a secondary specialized educational institution

For transfer from one secondary special educational institution to another it is necessary to: 

  1. apply for transfer to the head of the educational institution;
  2. upon receipt of a written sealed consent for the transfer, it is necessary to submit an application with a copy of the student’s record book (certified by the head of the educational institution) to the head of the college of interest.

Important to remember!

  1. If, upon admission to a college, vocational lyceum, school you concluded an individual agreement for the provision of educational services, when transferring to another educational organization or from one specialty to another, changes or termination of the specified contract are required.
  2. Transfer of a student from one course to another, from one educational organization to another, from one form of study to another, from one language department to another, from one specialty to another, from training on a paid basis for training on an educational order is allowed with an academic difference no more than four academic disciplines.
  3. If you are a minor, if your parents or legal representatives (guardians, trustees, foster parents) move to another place of residence, transfer not during the vacation period when presenting supporting documents is allowed.
