How can a low-income family receive housing?

If your family is low-income (for the last year the average income per month for one family member has been less than 3.1 times the subsistence wage, that is less than 75 822 tenge), you may sign up for the waiting list for housing at the location that you live at. Only parents and their children are considered as a single family. Grandparents, grandfathers, aunts, uncles and other relatives are not formally members of such family.

How to receive service at www.egov.kz?

To do this:

  1. receive an EDS (electronic digital signature);
  2. generate a request and verify it with EDS;
  3. attach to the request a list of scanned copies of documents:
  • formal proof that you have lived in Almaty for at least 3 years;
  • marriage (divorce) certificate (until 1st of June 2008), certificate of family member’s/members’ death (until 13th of August 2007), child birth certificate (until 13th of August 2007), with the original to be provided to verify a person);
  • statement from the Department of Housing and the Housing Inspection Service of Almaty, if your sole residential property is recognized as rundown;
  • income statement for the past twelve months for every family member prior to application;
  • statements from the relevant authorities in cases where residential property of a family does not meet the established sanitation and technical requirements or where two or more families live in adjacent and non-isolated residential premises or when such family includes patients suffering from severe forms of certain chronic diseases that make living together in the same room (apartment) impossible.

Turnaround time: 30 calendar days. State duty is not paid.

The end result of the service: registration and being assigned a number in the queue as the disadvantaged and needy for public housing, and the decision by the local authorities on granting housing.

How to receive service at the district department of «The Government for Citizens» State Corporation in Almaty (Public Service Center) at the place of registration

To do this, you need to provide the following documents:

  1. application for registration in the waiting list of the citizens who are in need of public housing;
  2. your ID;
  3. document evidencing the fact of having lived in Almaty for at least past 3 years;
  4. marriage (divorce) certificate (until 1st of June 2008), certificate of family member’s/members’ death (until 13th of August 2007), child birth certificate (until 13th of August 2007), with the original to be provided to verify a person);
  5. income statement for the past twelve months for every family member prior to application.

Turnaround time: 30 calendar days. State duty is not paid.

The end result of the service: registration and being assigned a number in the queue as the disadvantaged and needy for public housing, and the decision by the local authorities on granting housing.
