How to get corporate housing?

The corporate housing is a dwelling with a special legal regime that is provided from the housing fund of a government entity.

The corporate housing is to be used for settlement under a contract of employment by the citizens of the Republic of Kazakhstan, who, due to the nature of their employment relationship, must reside at their place of work.

The employees of the government entities and judges can privatize their corporate housing at a residual value if they have worked in the public service, in budget organizations, in state enterprises or in the position of a judge (including the term of stay at a state elected office) for at least 10 years (in total), and also irrespective of the term of employment, if the employment relationship is terminated on the following grounds:

  1. liquidation of an organization, reduction of the number or staff of employees;
  2. in connection with a disease that prevents further work;
  3. in connection with a retirement.

In the event of the death of an employee who has been provided with a corporate housing, the right of property privatization passes to the family members of the dead (deceased) person, regardless of the dead person's (deceased) term of work.

The citizens of the Republic of Kazakhstan and oralmans, who have been provided with corporate housing as participants in active measures to promote employment in accordance with the employment legislation of the Republic of Kazakhstan, can privatize their corporate housing at a residual value if they have lived in a corporate housing for at least 5 years.

The military servicemen with experience from 10 to 15 years (as of January 1, 2013) have the right to privatize the corporate housing at a residual value.
The military servicemen who have served for 20 years can privatize their corporate housing.

Provision of corporate housing to the military servicemen

The registration of military servicemen and their families in need of housing is carried out by structural subdivisions of the Armed Forces, other troops and military formations of the Republic of Kazakhstan, which are responsible for accounting the corporate housing (hereinafter - the responsible structural unit).
The report on registration is submitted to the military serviceman in the name of the chairman of the housing commission and is registered in the structural unit where he serves (structural unit).

The report is subjoined by:

  1. certificate of the composition of the family;
  2. certificate from the duty station;
  3. certificate of presence or absence of a housing in a given locality owned by the military serviceman and his family members, received no later than 10 calendar days prior to the day of submission of the report (a certificate is provided annually by the military serviceman);
  4. track record;
  5. certificate of the return of corporate housing at the former duty station;
  6. notarized copies of documents certifying the identity of the military serviceman and his/her family members, birth certificates of children, marriage (divorce) certificate, if the military serviceman has family members (no later than 10 days prior the date of submission of the report);
  7. certificate of the state health care institution of the presence of family members suffering from severe forms of certain chronic diseases listed in the list of diseases approved by the Government of the Republic of Kazakhstan;
  8. certificate from the educational organization for family members aged up to 23 years studying in full-time education;
  9. certificate of disability from the state institution of social protection for the public, if there is a disabled child in the family under 18 years of age disabled according to the type of disability;
  10. certificate of custody and guardianship of a non-adult from an authorized body in the field of protection of children's rights;
  11. court decision on the recognition of persons as members of the military serviceman's family.

Turnaround time: within 10 working days from the date of registration of the report, the structural unit verifies the submitted documents for compliance. Recognition of military servicemen and members of their families who need housing is carried out at a meeting of the housing commission no later than one month after the registration of the report.

The end result of the service: the military servicemen are notified of the decision in writing. In this case, the following information is indicated: the date of recognition of those in need of housing and the priority number or the reason for refusing in recognition of those being in need of housing.

Provision of corporate housing to employees of special state bodies (SSB)

The corporate housing is provided to the employees and workers of special state bodies who are in need of housing, registered on the order of priority, by the date of submission of the report (application) with all necessary documents.

For registration, employees and workers submit the housing commission of SSB the following:

  1. report (application) on registration addressed to the chairman of the housing commission of the state institution of SSB;
  2. certificate from the Human Resource Department of SSB with information on the composition of the family, personal data and family members, the length of service (work), and the actual address of residence;
  3. the address bureau inquiry;
  4. certificate of the territorial body of Justice (of absence of a housing in a given locality owned by the applicant and his family members permanently residing with him);
  5. certificate of the local executive body (of absence of housing from the local communal housing fund in the permanent use of the applicant and his family members permanently residing with him).

If necessary, the applicant additionally submits the state medical organization certificates containing the information on having:

  1. a family members suffering from severe forms of certain chronic diseases listed in the list of diseases approved by the Government of the Republic of Kazakhstan, granting the right to an additional living room;
  2. a woman in the family who is having a pregnancy of more than 22 weeks.

Turnaround time: within one month from the date of registration of the report (application), the housing commission checks the submitted documents for compliance with the conditions.

The end result of the service: the conclusion of a first-hand contract or a justified refusal of registration.

Provision of corporate housing to law enforcement officers

The housing is given to law enforcement officers, who are registered as being in need of housing, in order of priority, established by the lists, from the moment of submission of the report on registration.

The report on registration is submitted by the employee to the chairman of the housing commission of the Internal affairs body where he is serving, and is registered with the relevant structural unit, which is responsible for recording employees and their families who need housing (hereinafter - the structural unit).

The report is subjoined by:

  1. certificate of the composition of the family;
  2. certificate from the duty station;
  3. certificate of presence or absence of a housing in a given locality owned by the officer and his family members, received no later than 10 calendar days prior to the day of submission of the report (a certificate is provided annually by the officer);
  4. track record;
  5. certificate of the return of corporate housing at the former duty station;
  6. copies of documents certifying the identity of the officer and his/her family members, birth certificates of children, marriage (divorce) certificate, if the officer has family members (no later than 10 days prior the date of submission of the report);
  7. certificate of the state health care institution of the presence of family members suffering from severe forms of certain chronic diseases listed in the list of diseases approved by the Government of the Republic of Kazakhstan;
  8. certificate from the educational organization for family members aged up to 23 years studying in full-time education;
  9. certificate of disability from the state institution of social protection for the public, if there is a disabled child in the family under 18 years of age disabled according to the type of disability;
  10. certificate of custody and guardianship of a non-adult from an authorized body in the field of protection of children's rights;
  11. court decision on the recognition of persons as family members or being at expense of the officer.

Turnaround time: within 10 working days from the date of registration of the report, the structural unit verifies the submitted documents for compliance.

The end result of the service: the housing commission makes a decision not later than a month after the registration of the report. The officer is informed in writing about the decision made within 10 working days. At the same time, the date of recognition of those who need housing and the priority number or motivated written refusal in recognition of those being in need of housing are indicated.
