How to get in the queue for housing?

If you do not have dwelling, you have the right to get it from the housing stock of the locality where you live. In Almaty, for this purpose, it is necessary to queue up in the Department of Housing and Housing Inspection. Submit documents online at the egov.kz portal or to the department of the State Corporation “Government for Citizens” of Almaty (CSC). Consideration of documents is free of charge.

Submission of documents on the egov.kz portal

For this purpose you need to get EDS (electronic digital signature), fill out an application for getting in a queue for housing and sign it with the EDS. 

Electronic copies of the following documents shall be attached to the application:

  1. document confirming the fact of residence in Almaty for at least three years;
  2. marriage (divorce) certificate (before June 1, 2008), death certificate of family members (before August 13, 2007), birth certificate of children (before August 13, 2007);
  3. certificates from the relevant local executive body, if the only housing is recognized as emergency (OD Obtaining housing instead of emergency);
  4. certificate of income for the past twelve months before applying for each member of the family (salaries, benefits for family members) – if you belong to socially vulnerable segments of the population. Does not apply to orphans, children left without parental care, and children with disabilities);
  5. certificate from the place of work/service (for civil servants, employees of budget organizations, military servants, employees of special state bodies and persons holding public elected positions);
  6. document confirming the status of a candidate for  astronauts, which is assigned by the Government of the Republic of Kazakhstan (for candidates for astronauts, for astronauts);
  7. references of the relevant authorized bodies, if the dwelling in which the family lives does not meet the established sanitary and technical requirements, or when two or more families live in adjacent, non-isolated residential premises, or when the family includes patients suffering from severe forms of certain chronic diseases in which cohabitation with them in the same room (apartment) becomes impossible. 

Turnaround time: 30 calendar days. The state duty is not paid.

The end result of the service: notification of registration with the indication of the sequence number of the queue or a reasoned answer about the refusal to provide the public service.

Submission of documents to the department of the State Corporation “Government for Citizens” of Almaty (earlier – CSC)

For this purpose it is necessary to provide:

  1. application for registering citizens who need a dwelling from the municipal housing fund, indicating the consent to be checked by the service provider for the presence or absence of a dwelling from the municipal housing fund;
  2. identity document (required for identification);
  3. document confirming the fact of residence in Almaty for at least three years;
  4. marriage (divorce) certificate (before June 1, 2008), death certificate of family members (before August 13, 2007), birth certificate of children (before August 13, 2007);
  5. certificates from the relevant local executive body, if the only housing is recognized as emergency (OD Obtaining housing instead of emergency);
  6. certificate of income for the past twelve months before applying for each member of the family (salaries, benefits for family members) – if you belong to socially vulnerable segments of the population. It is not required to attach electronic copies/documents of the following documents: identity document, marriage or divorce certificates, certificate of deaths, birth of children, certificates on the presence or absence of dwelling (in the Republic of Kazakhstan) owned by them on the right of ownership, address certificate, court decision on recognition of other persons members of the family of the beneficiary, documents confirming the belonging of the beneficiary to the socially vulnerable layers of the population. This information will be obtained from the relevant state information systems through the “electronic government” gateway.
