How to get referral slip for treatment abroad?

If you want to receive treatment abroad upon a referral slip, you need to know that this type of medical care includes diseases requiring high-tech methods of treatment that are not applied in the Republic of Kazakhstan. The priority list includes referral slip for children from 0 to 18, and in exceptional cases military and police officers who were severely injured in the course of their official duties, who could not receive the required medical care in the medical organizations of the Republic of Kazakhstan.

How to receive a referral slip for treatment abroad?

To receive a referral slip for treatment abroad it is necessary to obtain a referral slip for a patient for treatment abroad, a doctor of a polyclinic or a republican medical organization in which you are registered shall file the following documents to the Almaty Healthcare Department:

  1. application of the healthcare department to send the patient for treatment to foreign medical organizations;
  2. copy of the patient’s document of identification;
  3. extract from the medical history submitted by the medical organization, containing the results of all studies, consultations, treatment and medical opinion on the need to treat the patient in foreign medical organizations.

Within 3 working days the specialists of the Almaty Healthcare Department send the patient’s documents to the working body of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan.
Within one working day after receipt of documents the patient’s data is entered into the general database of applicants for receiving referral slips for treatment abroad.
Within 7 working days a conclusion is made on the expediency of referring the patient to treatment abroad. In case of a positive conclusion, the working commission of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan.
Within 15 working days requests from the foreign medical organizations a program for treatment of the patient and calculation of expenses for its provision.
The specialists of a foreign medical organization (clinic) can request additional information about the patient’s condition. In this case, 5 (five) working days are additionally allocated for telemedicine consultations with foreign clinics, where the patient and the person accompanying him can be present, if necessary. 
Within 25 working days from the date of receipt of the patient’s documents the working body sends to the Healthcare Department of Almaty and the Commission of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan an opinion on the expediency of sending a patient for treatment to foreign medical organizations at the expense of budgetary funds with an appraisal of the cost of treatment in at least three foreign medical organizations (within 2 working days from the date of receipt of the price offer from a foreign clinic). The term for issuing an opinion may be extended to 35 working days from the date of receipt of documents by the Ministry of Healthcare and Social Development of the Republic of Kazakhstan.
Children as well as persons in need of outside care go to foreign medical organizations with an accompanying person whose travel is paid for by the working body at the expense of budgetary funds.
