How to obtain rental housing with subsequent purchase?

Each person wishes to have housing of his own, no matter whether it is a cozy apartment or a house. However, it is not every family that can afford to buy it. Due to the realization of the Program of the region development to 2020 in Kazakhstan, you have a real chance to obtain affordable rental housing with subsequent purchase. All the population groups can take part in this program. Today there are three operators working on the rental housing:

  1. “Zhilstroysberbank of Kazakhstan” JSC;
  2. “Mortgage company of Kazakhstan” JSC;
  3. “Real Estate Fund “Samruk-Kazyna” JSC.

Obtaining rental housing via “Zhilstroysberbank of Kazakhstan” JSC

Young families can acquire ownership of housing through renting in “Zhilstroysberbank of Kazakhstan” JSC if they have a savings deposit account in this bank.

Requirements for the housing acquisition

If you are a young family claiming for the apartment from “Zhilstroysbarbank of Kazakhstan” JSC, you are to meet the following requirements:

  1. savings on your deposit account, and the net income of your family should not exceed a 12-fold minimum subsistence level (22 859 tg in 2016);
  2. you should be spouses under 29 years old at the moment of application for participation in the program and be married over two years (or it can be one parent, inc. divorced, widowed, under 29 years old upbringing a child);
  3. be registered in Almaty for more than two years;
  4. have no residential real estate as a property or rental housing with a right for subsequent purchase on the territory of the country;
  5. absence of facts of the premeditated determination of housing conditions by means of exchange of housing premises or alienation of the housing owned by you as a property within the last five years on the territory of Kazakhstan.

Queuing for obtaining rental housing

Call for papers for participation in the program is announced in mass media, in the official web-resource of Almaty – www.almaty.kz or www.kt.kz, www.today.kz, web-resource of “ZhSSBK” JSC. The announcement contains the information about the program directions, categories of citizens, characteristics of the housing, places and dates of the documents acceptance. After the announcement is published, you, as a participant in the savings system of “Zhilstroysberbank” JSC, should submit an application form for queuing for rental housing via egov.kz web portal.

How to draw up an application to “Zhilstroysberbank” JSC?

It is necessary to apply for queuing for the rental housing via egov.kz web portal and to:

  1. obtain EDS (electronic digital signature);
  2. log in and submit an application for participation in the program;
  3. attach scanned copies of the documents to your application form, if they are unavailable in the database:
  • your document of identification and document’s of identification of the members of your family (the document of identification of the spouse is to be submitted if the family is full);
  • statement of residence confirming that you and members of your family (spouse, children) are registered in Almaty;
  • marriage certificate (certificate of divorce in case of a divorce), certificate of death of a spouse (if a spouse died), application of not being married (if the family is incomplete);
  • certificate verifying that you and members of your family have/have no residential real estate as a property or rental housing with subsequent purchase on the territory of Kazakhstan;
  • certificate of the registered rights for real estate and its technical characteristics (if you have an interest in estate, living facilities of sun-dried and frame reed-fiber types, a room in a dormitory), and the documents confirming the emergence of title in such cases;
  • court decision of recognizing other persons as members of the family;
  • your pay statement as an applicant;
  • certificate of employment of your spouse if he/she works in public agencies, state-funded organizations or state-owned enterprises in the sphere of education, healthcare, culture, sport and social protection of the population;
  • certificate verifying disability or nasty form of some diseases of a member of your family (if you have a disabled member of your family);
  • document confirming the fact that you have been living in Astana or Almaty for the last two or more years at the moment of application;
  • documents verifying that an applicant or his/her spouse has the status of “orphaned children and abandoned children under 29 years old, who have lost their parents before legal age”;
  • information about registration as needy of housing including the priority number at the moment of application for participation in the program (if you queue at the Department of Housing and Housing Inspection of Almaty as needy of housing from the state housing funds for vulnerable social groups);
  • assessment on the technical condition of the housing issued by the housing inspection agency of the Department of Housing and Housing Inspection of Almaty.

Receipt of applications and documents for participation in the program takes place six months before the housing facilities are put into operation.

The official web portal of Almaty will show the list of applicants included in the preliminary list of candidates to get the application form for underwriting in “Zhilstroysberbank” JSC.

You should apply to the Department of Housing and Housing Inspection of Almaty to get the application form for underwriting. Within 7 working days “Zhilstroysberbank” JSC reviews your application and issues the statement of the financial solvency of the applicant. You should submit this statement to the Department of Housing and Housing Inspection of Almaty within 20 days from the moment you have received the proof of funds.

When you receive the proof of funds you make an additional agreement with the bank which should also be submitted to the Department of Housing and Housing Inspection of Almaty. Then you are to make a security deposit on your account in “Zhilstroysberbank” JSC. The security deposit is not necessary if the amount of your savings equals or exceeds the sum of the security deposit.

End result of the service: additional agreement with the bank.

Selection of the applicants?

Selection of the applicants who have proved their funds for assignment of rental housing is carried out by the Department of Housing and Housing Inspection of Almaty according to the score system (at the higher score). The list of candidates for rental housing with subsequent purchase is placed on the web site.

The procedure of the pools development, assignment and purchase of the housing is stipulated by the inner documentation of “Zhilstroysberbank” JSC. After you have passed all the stages of the tender, you are to apply to the Department of Housing and Housing Inspection of Almaty to conclude a rent agreement.

If you are obtaining rental housing through the program of the regional development you do not have to make initial deposit payment. The housing is rented out for 8 years. Within this period you are to save up 50 percent from the cost of the apartment. The savings consist of the monthly rent money paid by you. Upon the expiry of the period “Zhilstroysberbank” JSC gives you a loan in the amount of 50 percent from the cost of the apartment for 15 years with a right to repay the credit in advance.

If you have a savings deposit account in “Zhilstroysberbank” JSC and you top it up on a regular basis, you can take part in housing purchase according to “For all categories” bank line.

You can take part in this program if you are a citizen of Kazakhstan or a repatriate.

What are the requirements for the applicants?

Requirements for the applicants:

  1. to be a citizen of Kazakhstan or a repatriate;
  2. absence of facts of the premeditated determination of housing conditions within the last five years on the territory of Kazakhstan (sale of the real estate);
  3. within the last five years the spouses and members of the family (minor children) should not have real estate as a property, rental housing with purchase or housing on the right of ownership, joint tenancy, a share in joint interest comprising of the joint tenancy of other members of the family, with the exception of:
  • rooms in dormitories with the usable area less than 15 square meters per a member of the family;
  • living facilities of sun-dried and frame reed-fiber types in disrepair, in a condition of the nod, verified by a special certificate.

      4. absence of facts of the premeditated determination of housing conditions by the applicant;

      5. period of the registered marriage – three and more years;

      6. permanent registration in Almaty for more than two years.

You have the prior in participation in the program if:

  1. you are qualified as a multi-child family with four and more children, with one of the spouses being under 35 years old at the moment of application for the program;
  2. you are qualified as a single-parent (incomplete) family (inc. Divorced, widowed) with a child, if you are under 35 years old at the moment of application for the program;
  3. you are qualified as a young or incomplete family under 35 years old with a disabled child.

Obtaining rental housing via “Mortgage Company of Kazakhstan” JSC

Apartments being sold by means of “Mortgage Company of Kazakhstan” JSC are primarily meant for socially vulnerable categories of the population which are on the queue for housing at the Department of Housing and Housing Inspection of Almaty. They include:

  1. multi-child families;
  2. single-parent families;
  3. families with disabled children;
  4. orphaned and abandoned children;
  5. government employees, workers of the public sector;
  6. the military and officers of the special governmental bodies;
  7. repatriates.

Call for papers for participation in the program is announced in mass media, at the official web portal of Almaty – www.almaty.kz and the official site of “MCoK” JSC.

Queuing for obtaining rental housing

To obtain rental housing you should apply to the Department of Housing and Housing Inspection of Almaty.

You should submit the following documents:

  1. application form for a certain apartment type;
  2. document identifying the personality of the applicant and members of his/her family (the matrimonial legislation of Kazakhstan Republic determines the rights and duties, property and related personal non-property relations between the members of the family: spouses, parents and children);
  3. marriage certificate (certificate of divorce in case of a divorce), certificate of death of a spouse, certificate of birth of the children, application of not being married;
  4. certificate verifying that the applicant and members of his/her family have/have no residential real estate as a property or rental housing with subsequent buy-out on the territory of Kazakhstan;
  5. statement of residence;
  6. certificate of employment of the applicant;
  7. certificate verifying disability or nasty form of some diseases of a member of your family;
  8. information about registration as needy of housing including the priority number at the moment of application for participation in the program (if you queue at the Department of housing and housing inspection of Almaty);
  9. pay statement of the applicant (certificate of income);
  10. document verifying that you are qualified as:
  • persons equaled to participants and disabled veterans of the World War II;
  • old age pensioner;
  • repatriates, incomplete families.

The end result of the service: when the applicants for rental housing submit their documents, the Department of Housing and Housing Inspection will compile a preliminary list of potential tenants taking into account the order of priorities.

Selection of the applicants who have proved their funds

Successful applicants are referred to the “Mortgage Company of Kazakhstan” JSC for underwriting, and if the assessment is affirmative the applicants conclude a rent agreement with the JSC.

The housing is rented out for 20 years with the right to buy it out after five years of living in it.

Obtaining rental housing via “Real estate fund “Samruk-Kazyna” JSC

Rental housing from “Real Estate Fund “Samruk-Kazyna” JSC is realized to the financially solvent population having no owned housing in the place of the intended purchase. The cost of the housing is fixed in tenge and not affected by fluctuations. Taking into account the fact that the sale of housing might be conducted both by Akimat of Almaty and “Real Estate Fund “Samruk-Kazyna” JSC, you can get the information of the terms of its realization at the official websites almaty.gov.kz or fnsk.kz.

If you want to acquire rental housing through the Fund, you are to:

  1. apply the regional department of State Corporation “Government for Citizens” in Almaty according to the place of registration and receive EDS;
  2. sign up at dom.fnsk.kz to apply for rental housing.

The intermediate result of the service: when the term of the receipt of applications is expired, the JSC compiles a waiting list for the rental housing.

Queuing for obtaining rental housing

Applicants with a list of necessary documents should apply directly to the Administration company of the Real estate Fund.

List of the required documents:

  1. document of identification of the applicant (originals and copies) and of the members of his/her family (the matrimonial legislation of Kazakhstan Republic determines the rights and duties, property and related personal non-property relations between the members of the family: spouses, parents and children);
  2. certificate of absence of housing facilities within the last three years from the applicant and members of his/her family;
  3. certificate (originals and copies) of marriage, of divorce, certificate of death of a spouse (if available), certificates of birth of the children if available (originals and copies);
  4. original of the official bank blank form with the calculation of MARP (maximum amount of the rental payment);
  5. copies of the entitling documents for available housing, data report of the housing, address certificate (verified by the notary public). If the originals of these documents are pledged by the bank, the applicant should submit the copies verified by the bank and a letter from the bank confirming that the documents are pledged;
  6. notarized application form verifying that the applicant/co-borrower (a person who might be engaged if your income is not enough for obtaining rental housing) is not married (if the applicant/co-borrower is not married at the moment of application);
  7. certificates of birth of major members of the applicant’s family (original and copy);
  8. original of the bank letter of the availability of funds from the applicant and members of his/her family to confirm the capacity to make the initial payment;
  9. original of the letter of attorney from the applicant for the documents delivery (if necessary).

Selection of applicants who have proved the funds

If the aggregate income of your family is humble, you should withdraw all the credits, credit cards, including unused ones. You should have official pension contributions for over six months. That regards your co-applicant also.
