How to receive residential assistance?

With "residential assistance" government reimburses you the funds spent on utilities, house maintenance as well as on major repair of the condo’s common property, once repairs are over. Simply put, if money is collected from the residents of your building for repair of roof, heating and water systems, and other utilities, you may have your contribution reimbursed.

Who may and may not be eligible to assistance?

The service may be provided to able-bodied persons with low aggregate income, i.e.:

  1. lower than subsistence wage. In 2017, subsistence wage has amounted to 24 459 tenge;
  2. less than the value of food basket (60% of the subsistence wage);
  3. below poverty threshold (40% of the subsistence wage).

Who may not be eligible to the assistance?

Those who can work and study, but do not want. The government denies residential assistance to able-bodied persons who do not work, do not study, do not serve in the army and are not registered as unemployed. But if you are taking care of the disabled of the 1st and 2nd groups, children with disabilities under the age of 16 or you are busy raising a child under the age of 3, you can qualify for assistance.

How to receive the service at egov.kz?

For this purpose you need to:

  1. obtain EDS (electronic digital signature);
  2. authorize yourself and file an application;
  3. attach scanned copies of the following documents:
  • family’s income statement;
  • a statement/bill of monthly contributions to the maintenance of the building (residential property);
  • utility bill;
  • billing invoice for telecom services or a copy of a telecom contract;
  • an electronic copy of the statement of rent/amount of rent of housing leased by the local executive body in a private building as presented by such local executive body. 

Turnaround time: 10 calendar days. State duty is not paid.

The end result of the service: receipt of notification of residential assistance being assigned or a substantiated answer on refusal.

How to receive the service at the district department of the State Corporation “Government for Citizens” of Almaty (CSC) at the place of registration?

To apply for the service, you will need to submit the following:

  1. application;
  2. applicant’s document of identification;
  3. income statement of family members for the previous quarter (income statement from the place of employment);
  4. statements of monthly contributions to the maintenance of the building (residential property);
  5. utility bill;
  6. billing invoice for telecom services or a copy of a telecom contract;
  7. electronic copy of the statement of rent/amount of rent of housing leased by the local executive body in a private building as presented by such local executive body. 

Turnaround time: 10 calendar days. State duty is not paid.

The end result of the service: receipt of notification of residential assistance being assigned or a substantiated answer on refusal.
