Loss of a person

We express our sincere condolences to you in connection with the loss of a close person.

Of course, in this difficult period no one wants to do paperwork, but you should know that in case of lose of a close relative, you can formalize a death certificate as soon as possible, and receive a one-time payment for burial. We hope that our article will help you to get through all the necessary procedures.

Registration of death of a person

Death of a person can be registered:

1. In the State Corporation “Government for Citizens” in Almaty (CSC) at the place of registration. 

For this purpose it is necessary to provide:

  1. application for state registration of death;
  2. document of death of the established form issued by a medical organization, or a court decision that entered into legal force on establishment of the fact of death or declaring a person deceased;
  3. identity card of the deceased;
  4. notarized power of attorney, in case of a request from a representative of the service recipient;
  5. certificate of the registration authority at the place of death and place of residence of the deceased about the absence of registration of the death certificate (except for persons who died after 2008 on the territory of the Republic of Kazakhstan). 

Turnaround time: 1 working day. If there is a need for an additional request to state bodies, the turnaround time is extended for no more than one month.

The end result of the service: receipt of a death certificate.  

2. In the Department for registration of acts of civil status in Almaty.

For this purpose it is necessary to provide:

  1. application for state registration of death;
  2. document of the established form of death issued by a medical organization, or a court decision that entered into legal force on establishment of the fact of death or declaring a person deceased;
  3. identity card of the deceased;
  4. notarized power of attorney, in case of a request from a representative of the service recipient;
  5. certificate of the registration authority at the place of death and place of residence of the deceased about the absence of registration of the death certificate (except for persons who died after 2008 on the territory of the Republic of Kazakhstan).

Turnaround time: 1 working day. If there is a need for an additional request to state bodies, the turnaround time is extended for no more than one month.

The end result of the service: receipt of a death certificate.

One-time payment for burial

In case of death of a pensioner or death of a person who has not reached retirement age but has pension savings in the Unified National Pension Fund (UNPF), his/her family or the person who held the burial, receive one-time payment for burial from the UNPF.

The amount of payment: within 52.4 MCI. In 2017, the size of the MCI is 2269 tenge. Accordingly, the maximum amount of assistance for burial can be 118 895.6 tenge.

Where to turn to for assistance with burial?

The following documents shall be submitted to the regional department of the State Corporation “Government for Citizens” (CSC) of Almaty at the place of registration:

  1. identity card or certificate of state registration of legal entities, or a patent of an individual entrepreneur who carried out burial;
  2. death certificate or a document confirming the fact of death issued by an authorized body of other states and certified by an apostille;
  3. document on the bank account. Find out how to open a bank account here.

Turnaround time: 3 working days. State duty shall not be paid.

The end result of the service: notification of the appointment of a non-recurring disbursement for burial.

In case of loss of the certificate of registration of death

You can receive duplicative certificate or statement of death registration:

1. On egov.kz portal.

For this purpose it is necessary:

  1. to obtain an EDS (electronic digital signature);
  2. to log in and submit application;
  3. to pay the state fee by a bank card. We advise you to contact your bank in advance and find out if your card supports e-payments and, if necessary, activate this service.

Turnaround time: 1 working day.

The intermediate result of the service: the status of acceptance of the request and procedure for obtaining the result of provision of the state service is displayed.

The end result of the service: notification of acceptance of the electronic application certified by the EDS of an authorized person of the service provider, or a reasoned response to refuse to provide the state service in the form of an electronic document.

The amount of the state fee is charged in the following amounts:

  1. for issuance of duplicative certificates of civil status registration – 1 MCI;
  2. for issuance certificates of registration of acts of civil status to citizens of the Republic of Kazakhstan – 0.3 MCI;
  3. for requesting certificates of registration of acts of civil status from the CIS countries – 0.5 MCI;
  4. for requesting certificates of registration of acts of civil status from foreign countries, except for the CIS countries – 1 MCI.

2. In the Civil Registration Office of Almaty at the place of registration.

For this purpose the following documents shall be provided:

  1. application for issuance of duplicative certificate of registration of death;
  2. identity document (for identification);
  3. document confirming payment of the state fee to the budget or a copy of the document, which is the basis for granting tax benefits, except for payment through the e-government payment gateway (EGPG);
  4. notarized power of attorney, in case of a request from the representative of the service recipient.

In case of application for the issuance of duplicative certificate (statement) of death, copies of documents confirming kinship with the deceased are additionally attached. The duplicative certificate of death is issued to the relatives of the deceased, persons belonging to the circle of heirs.

Reasons for refusing to provide the state services:

  1. establishment of the fact of unauthenticity of documents and (or) data (information) contained in them, submitted for obtaining state service;
  2. non-conformity of the service recipient and (or) submitted materials, data and information required for provision of state services to the requirements of the Code of the Republic of Kazakhstan “On marriage and family”, laws of the Republic of Kazakhstan “On identity documents” and “On national registers of identification numbers”, Order of the Minister of Justice of the Republic of Kazakhstan as of February 25, 2015 No. 112 “On approval of the rules for organization of state registration of civil status acts, introduction of changes, restoration, annulment of civil status records” (registered in the Register of state registration of regulatory legal acts No. 10764);
  3. negative response of the authorized state body to the request for approval, which is required for provision of state service, as well as the negative conclusion of the examination, research or verification.
