What is a red line?

If you are building a house, you might face questions, such as how to place your house within a plot or what red lines are, etc.

According to the Law of the Republic of Kazakhstan "On architectural, town-planning and construction activities", red lines are boundaries separating neighborhoods, quarters, and other elements in the layout of residential settlements from streets (driveways, squares). Red lines are usually used to regulate the boundaries of development.

Areas occupied and intended for setting up squares, streets, sidewalks, driveways, roads, river walks, parks, urban woods, ponds, beaches, cemeteries and other sites intended for meeting the needs of the population (water pipes, heating pipes, treatment facilities and other utilities systems of common use) are common and shared areas. Thus, the areas within the "red lines" refer to common areas.

Landowners or land users may use land lots for development (including laying of utilities, planning and management of land, landscaping and other types of site development) only in accordance with approved project documentation and in compliance with the designated purpose of the site, area zoning, red lines, regulation lines for the development, and rules of construction and operation.

Failure to comply with red lines and building lines during planning and development is punishable according to the laws of the Republic of Kazakhstan. The lines of the buildings must be at a distance of 3-6 meters from the red lines.

The width of a red line may vary depending on the value of the adjacent territory (citywide or district-specific main line). If the red line passes through your land lot, you have the right to request the Architecture and Urban Planning Department of the City of Almaty to provide an explanation of why it was put through your site and also you may find out whether your land can be withdrawn for the state needs.
