How to get children benefit?

According to statistics, only in the past 10 years the number of children born in Kazakhstan increased by 42.5%. The state in every possible way favors the growth of the birth rate. Regardless of whether a woman works or not, the state guarantees social support for the birth of a child, as well as other benefits and payments.

Monthly allowance for a child under 18

If an average income per person in your family is below the value of the food basket (14,675 tenge in 2017), you have the right for a benefit for children under 18.

To calculate the average income per person, you need to sum up all incomes for 3 months of both parents and adult children (salaries, scholarships, allowances, retirement benefits, etc.) and divide by 3 (this way we find out the average monthly income). Further, the average monthly income of a family should be divided by the number of family members (both parents + adults and minor children).

According to the Marriage and Family Law of the Republic of Kazakhstan, parents and children only are recognized as family members. Grandparents, uncles, aunts and other relatives are not considered as family members, to which benefits are assigned.

Allowance: 1 MCI per each child under 18. As of 2017 – 2269 tenge.

How to get the service?

  1. Through the regional branch of the State Corporation “Government for Citizens” of Almaty (CSC) at the place of registration.
  2. In the district department of the Employment and Social Programs Directorate of Almaty (address) at the place of registration. 

List of documents:

  1. application of the established form;
  2. copy of the birth certificate of the child (children) or an extract from the birth record;
  3. copy of the document of identification (foreigners provide a residence permit of a foreigner in the Republic of Kazakhstan, a person with the “oralman” status – an oralman’s certificate);
  4. statements of residence for all family members (only parents and their children);
  5. information on the composition of the family (on the basis of copies of documents of identification and birth certificates, the form of certificate on the family composition issued by the state body is filled);
  6. information on the income of family members (certificate from the employer about the income of the applicant and his family members);
  7. certificate of marriage (divorce), in the event of a discrepancy between the data of the beneficiary and the data in the birth certificate of the child;
  8. document confirming the establishment of guardianship (trusteeship) of the child or adoption (in case of adoption by you or the establishment of guardianship (tursteeship) of the child). 

Turnaround time: 7 working days.

The end result of the service: receiving notice of the appointment of benefits for children under 18, or a reasonable response to refuse to provide public services.

Monthly benefit for a child with disabilities

Benefit for a child with disabilities can be received by the parents of the child, or by his/her legal guardians or trustees.

Size of the benefit: 1 MS (minimum salary). As of 2017 – 24,459 tenge.

How to get the service through the regional branch of the State Corporation “Government for Citizens” of Almaty (CSC) at the place of registration?

List of documents:

  1. application of the established form;
  2. document of identification of the beneficiary (identity card of a citizen of the Republic of Kazakhstan, residence permit of a foreigner permanently residing in the Republic of Kazakhstan) (required for identification), and for oralmans – “oralman’s” certificate;
  3. certificate (record) on the birth of a child (children) or an extract from the birth record;
  4. documents confirming registration of the permanent residence of the beneficiary and the disabled child;
  5. certificate of disability of the child;
  6. document confirming the information on the number of the bank account (an extract from the bank about your twenty-figure account);
  7. document confirming adoption (certificate of adoption). 

Turnaround time: 7 working days. If necessary, in case of completion of documents the term can be extended to 30 working days.

The end result of the service: a notice of the benefit appointment for a child with disabilities, or a reasonable response to refuse to provide the public service.

Monthly benefit for a child transferred to foster care

If you are raising one child or several children on a foster basis, you are entitled to receive benefit for children.

How to get the service through the egov.kz portal?

For this purpose it is necessary to:

  1. obtain EDS (electronic digital signature);
  2. log in and submit a request;
  3. attach electronic copies of documents to the request: 
  • certificates of the child’s education in the organization of education;
  • agreement on the transfer of the child (children) to foster care.

In the Guardianship and Trusteeship Department of the Education Department of Almaty.

List of documents:

  1. application for the appointment of funds;
  2. certificate of education of the child (children) in the organization of education;
  3. copy of the contract on the transfer of the child (children) to foster care.

Turnaround time: 5 working days.

The end result of the service: decision to assign funds allocated to foster care for the maintenance of the child (children) or a reasonable response to the refusal.

Monthly allowance for an orphan child

If you are a guardian or trustee of an orphan child (orphans) and a child (children) left without parental care, you are entitled to receive care and maintenance benefit. 

Size of the benefit: 10 MCI. As of 2017– 22690 tenge.

How to get the service through the egov.kz portal?

For this purpose it is necessary to:

  1. obtain EDS (electronic digital signature);
  2. file a request and certify its by EDS;
  3. attach electronic copies of documents to the request: 
  • decision of the Guardianship and Trusteeship Department of the Almaty Education Department to appoint a guardian or trustee;
  • birth certificate of a child (children) in the case of the birth of a child before August 13, 2007, or outside the Republic of Kazakhstan;
  • document confirming the fact of absence of custody of the child for the only or both parents (death certificate, court decision on depriving parents of parental rights, limiting them to parental rights, recognizing parents as missing, disabled (impaired), declaring them dead, court verdict of parents serving their sentences in places of deprivation of liberty, documents confirming the search for parents, removal of the child (children) from the parents, parents being at long-term treatment in the healthcare organizations, act of abandonment of the child (children), application on surrender of the child (children);
  • agreement on opening a personal account on the name of a guardian or trustee in a second-tier bank or an organization licensed by the National Bank of the Republic of Kazakhstan for certain types of banking operations. Find out how to open a bank account here;
  • document on the income of the child (children), confirming the receipt of state social benefits and other social benefits, alimony, information on the available income from the property of the child (children). 

How to get the service through the regional branch of the State Corporation “Government for Citizens” of Almaty (CSC) at the place of registration or in the Guardianship and Trusteeship Department of the Almaty Education Department?

List of documents:

  1.  application of the guardian or trustee for the purpose of granting the benefit in the prescribed form;
  2. document certifying the identity of the guardian or trustee; 
  3. decision of the Guardianship and Trusteeship Department of the Almaty Education Department to appoint a guardian or trustee;
  4. copy of the birth certificate of the child (children) (in case of the birth of a child (children) until August 13, 2007 or outside the Republic of Kazakhstan);
  5. copy of documents confirming the fact that there is no custody of the child of the only or both parents (death certificate, court decision on depriving the parents of parental rights, limiting them to parental rights, recognizing parents as missing, disabled (impaired), declaring them dead, court decision on parents’ serving sentences in places of deprivation of liberty, documents confirming the search for parents, removal of the child (children) from the parents, parents being at long-term treatment in healthcare organizations, act of abandonment of the child (children), application on surrender of the child (children);
  6. copy on agreement on opening a personal account on the name of a guardian or trustee in a second-tier bank or an organization licensed by the National Bank of the Republic of Kazakhstan for certain types of banking operations. Find out how to open a bank account here;

Lump sum allowance for an adopted child

If you adopted a child born in Kazakhstan, you have the right to receive a nonrecurring cash payment.

Size of benefit: 75 MCI. As of 2017 – 170175 tenge.

How to get the service through the www.egov.kz portal? 

For this purpose it is necessary to:

  1. obtain EDS;
  2. submit a request certified by the EDS;
  3. attach electronic copies of documents: 
  • court decision on the adoption of a child, which has entered into legal force;
  • agreement on opening a personal account for the name of one of the adoptive parents in a second-tier bank or in an organization licensed by the National Bank of the Republic of Kazakhstan for certain types of banking operations. 

How to get the service in the district department of the Employment and Social Programs Office of Almaty at the place of registration? 

List of documents:

  1. application;
  2. copy of the court decision on the adoption of the child, which entered into legal force;
  3. copy of the document of identification;
  4. copy of the agreement on opening a personal account for the name of one of the adoptive parents in a second-tier bank or in an organization licensed by the National Bank of the Republic of Kazakhstan for certain types of banking operations.

Turnaround time: 10 working days.

The end result of the provision of state service: decision to assign a nonrecurring cash payment in connection with the adoption of an orphan and (or) a child left without parental care.
